Haryana 2008-09 Excise Policy Progressive

The path breaking Excise Policy of 2006-07 in Haryana designed to provide good quality of wines and liquor continued its successful run last year and the current year's policy promises to be more progressive with supermarkets being allowed to sell liquor as well, and the bars and pubs having a possibility of 24*7 operation by paying extra license charges.

This was announced by the Chief Minister Bhupinder Singh Hooda Tuesday in a Press Conference. The State Cabinet, which met under his Chairmanship, had just approved State's Excise Policy for the year 2008-09.

The Chief Minister, who was addressing a press conference shortly after the Cabinet meeting said that the excise revenue during the year 2008-09 would show a growth of 6%; a Rs. 900 million increase.

While the license fee of bars in four star and above category has been revised to Rs. 1 million ($25k), bar timings would be extended by two hours on payment of additional fee of Rs five lakh. Bars will be allowed a 24- hour operation on additional payment of Rs. 1 million.

Giving a relief to the licensees, the present system of payment of 80 per cent license fee in eight instalments has also been revised to nine, and the last date for depositing the fee has been revised from 15th of each month to 20th of each month.

The policy also allows imported liquor (BIO) through canteen stores department to facilitate Defence personnel, at an additional assessment fee of Rs. 200 per bottle ($5).

Annual license fee for L50 license possession of liquor in excess of possession limit has been reduced to Rs. 200 from Rs. 500. A life time license for possession of liquor in excess of possession limit has been introduced on payment of Rs. 2000. The total No. of imported wine or liquor has gone up from 72 to 108. This means that one can store 108 wine bottles by paying a one-time fee of Rs.2000 ($50) making the procedure for storage a lot easier and less cumbersome.

"Gurgaon is fast becoming a 24x7 city where more and more of the workforce keeps US timings," said the manager of a Gurgaon pub. 'Over 250000 people work late nights in Gurgaon, the country's BPO and KPO capital. The change in policy will help them unwind after work, no matter when they finish work, 'said the manager of a BPO company.

Haryana has been one of the most pro-active and progressive states in India and has results to show for its astute and liberal policy, which other states including Delhi can take a leaf out of.

The new policy comes into effect on April1 every year.
